This theme examines how social movements have upheld the American promise of free speech and collective action. These movements allow citizens to resist oppressive power, pursue equality, promote practices that mature our democracy, and create pathways for equitable access, resources, and opportunities to thrive. 

This theme is led by Brookings Senior Fellow Rashawn Ray, whose research focuses on the intersection of racial and social inequality. As part of the Uprooted: Rediscovering American history series, Civic Engagement and Community Power brings together Brookings scholars and guest authors to examine the role of grassroots organizing, social movements, and digital activism.
