With the existing federal surface transportation law set to expire on March 31, both chambers of Congress are considering legislation to rebuild the nation’s highway system and strengthen investments in transportation infrastructure. But partisan differences have slowed progress in both the House and Senate, and time is running short for Congress to reach agreement on extending critical transportation funding.
