Russia’s full-scale invasion of Ukraine in 2022 posed enormous challenges to Europe on many fronts, including energy security and decarbonization plans, as the continent broke with its leading supplier of fossil fuels. “Europe’s energy transition: Balancing the trilemma,” a Brookings project in partnership with the Fundação Francisco Manuel dos Santos, has examined the balance between the European energy supply’s security, environmental sustainability, and affordability, including topics like the continent’s incomplete “gas divorce” with Russia, the European Union’s green trade agenda, and the energy security and transition picture in Ukraine and on the Iberian Peninsula.
On October 22, 2025, the Center on the United States and Europe and the Energy Security and Climate Initiative at Brookings will host a panel discussion with several authors from the project. The panel will be followed by conversation with Brookings energy and climate experts focused on what the U.S. federal government’s “energy dominance” agenda under the Trump administration means for the energy security and transitions of partners like Europe.
