This report, co-authored with 21st Century School Fund, sets forth for the city recommendations on how to move from an annual capital budget with no serious long term planning to a ten-year capital program with capital budgets that implement the plan. The city has already adopted many of these recommendations in preparing its fiscal year 2006 capital budget.
