As humanitarian crises continue to erupt across the globe, international aid organizations are working to provide for the basic needs of civilians impacted by war, famine, political unrest and natural disasters. Senior Fellow Elizabeth Ferris describes the types of aid these organizations provide over both the short and long term, and the difficulties they sometimes face when governments use this aid as a political tool to reward supporters and punish opponents.
