Statement of the Representative of the Secretary-General on the Human Rights of Internally Displaced Persons

In this report to the Second Session of the Human Rights Council, RSG Kälin discusses his activities in support of his mandate as the Representative of the UN Secretary-General on the Human Rights of Internally Displaced Persons.

In his statement, Kälin stated that there are three key elements to ensuring the protection of the human rights of IDPs:

  1. There must be a strong normative framework;
  2. There must be political will; and
  3. There must be the capacity to protect.

By basing his work on these pillars, the human rights of IDPs can be better protected.
