In this speech presented at the International Metropolis conference in Lisbon, Portugal, Ruiz shows how migrant-sending governments play a critical role in leveraging the resources from migrants abroad. Using examples from the Philippines, he argues that developing countries must create economic development policies that promote sustained growth at home if that country aims to fully reap the benefits of emigration.
