David Dollar, Leading Expert on China’s Economy, Joins the John L. Thornton China Center at Brookings as a Senior Fellow

Washington, D.C. – David Dollar, a leading expert on China and its economy, has joined the Brookings Institution as a senior fellow, Brookings President Strobe Talbott announced today.  Dollar will serve within the John L. Thornton China Center and will hold a joint appointment in the Global Economy and Development program at Brookings.

“I am delighted that David will be joining the John L. Thornton China Center at Brookings,” said Vice President Martin Indyk, director of Foreign Policy at Brookings. “His stature in the field of Chinese economic studies and his distinguished record of public service will further elevate the Thornton Center’s profile on issues that will be central to the future of the U.S.-China relationship.”

Dollar comes to Brookings following many years of leadership at the World Bank and subsequent service within the U.S. Department of the Treasury. From 2004-09, Dollar served as the World Bank’s country director for China and Mongolia in Beijing, publishing extensively on China’s ongoing economic transition. He remained in Beijing as the Treasury Department’s economic and financial emissary to China, where he was deeply involved with senior U.S. and Chinese officials on the full range of economic and financial issues between Washington and Beijing.

“David’s long experience in China, both with the World Bank and the Treasury Department, gives him an invaluable perspective on Washington and the world’s engagement with one of the most important players in the global economy,” said Vice President Kemal Derviş, director of Global Economy and Development at Brookings.

“David’s appointment will enable the Thornton Center to broaden its research portfolio and extend its analytic strengths across an ever-wider range of issues,” said Senior Fellow Jonathan Pollack, director of the John L. Thornton China Center. “His appointment will also contribute to the Brookings-Tsinghua Center’s ongoing in-depth research on China’s economy. We look forward to the important contributions he will make to our research on China, both here in Washington and in Beijing.”

While at the World Bank, Dollar served as director of the development research department, overseeing the Bank’s research on the investment climate and growth. He co-authored the World Bank reports, “Globalization, Growth, and Poverty” and “Assessing Aid.” His earlier work focused on aid and growth, and the determinants of the success and failure of reform programs supported by structural adjustment lending. He has been a key World Bank spokesperson on investment climate, globalization, and the effectiveness of aid. Before his career at the World Bank, he taught in the department of economics at the University of California at Los Angeles.

Dollar holds a Ph.D. in economics from New York University and a Bachelor’s degree in Chinese history and language from Dartmouth College.
