Over the past 18 months, representatives of 30 organizations met as the Learning Metrics Task Force with a common commitment to improving learning for children and youth around the world. Through an open process of global consultation, more than 1,700 people in 118 countries informed the final task force recommendations. If applied, these recommendations could help to fill the global data gap on learning and support countries in measuring and improving learning outcomes. In September, these recommendations were presented in New York City as one of the major contributions of the United Nations secretary-general’s Global Education First Initiative.

On November 7, the Center for Universal Education at Brookings hosted a panel discussion on the importance of these recommendations for improving learning measurement and outcomes, with a focus on the next steps required to implement the recommendations at the national, regional and global levels. Panelists included: Rukmini Banerji, director of programs of Pratham; Jo Bourne, associate director of education at the United Nations Children’s Fund (UNICEF); Dzingai Mutumbuka, chair of the Association for Education Development in Africa (ADEA); and Minhee Seo, associate research fellow at the Korea Institute for Curriculum Evaluation (KICE). Brookings Senior Fellow Rebecca Winthrop, director of the Center for Universal Education, moderated the discussion.
