Nuclear arms control has been a feature on the U.S.-Soviet/Russian agenda for nearly five decades. While discussions between Washington and Moscow currently are at a standstill, the limitations, transparency, and predictability provided by agreements such as the New Strategic Arms Reduction Treaty are more important than ever in times of tense bilateral relations.
