How China and the US will regulate AI models for safety

Authorities and AI experts in the United States and China have recognized that deploying AI models in commerce and industry creates significant risks: they could be used by bad actors for offensive cyber operators or for the construction of biological, chemical, or nuclear weapons and could spin out of control to engage in dangerous and unintended attacks on critical infrastructure.

On October 6, the Center for Technology Innovation and John L. Thorton China Center at Brookings will convene an online discussion to consider how China and the U.S. are moving toward regulating AI models for safety, including pre-deployment and ongoing testing.

Panelists will assess prospects for cooperation on AI safety based on results of the planned U.S.-China AI dialogue and the meeting in Washington, D.C., between Presidents Xi Jinping and Donald Trump. Nonresident Senior Fellow Mark MacCarthy will moderate the panel with experts on China’s approach to tech regulation and the resources available to U.S. authorities to assess and mitigate AI risks.
