Changing legislative norms in an era of conflict

Political scientists observe that members of Congress have long viewed cooperation across the aisle as a hallmark of the legislative branch. But in this age of heightened political and partisan conflict, many “folkways” such as courtesy and reciprocity seem to be eroding, while new norms are emerging. What do these changes mean for the effectiveness of Congress, the future of the institution, and our democracy?

On May 12, Governance Studies at Brookings will host a panel discussion to mark the launch of Brian Alexander’s new edited book, “The Folkways of Congress: Legislative Norms in an Era of Conflict.” Moderated by NOTUS reporter Paul Kane, contributors to “Folkways” will discuss how norms have changed, what new norms are most prevalent in the modern Congress, and what effects these have had on the functioning of Congress in an era rife with political conflict.
