Even though the United States has given much in a dozen years of war aimed at eliminating security threats and stabilizing Afghanistan, President Karzai keeps throwing up roadblocks to a bilateral security agreement. John Allen and Michael O'Hanlon examine Karzai's position, urging that the United States remain patient while remembering the mutual interests of both countries rather than focusing on one person.
