A Prescription to Relieve Worker Anxiety: Wage and Health Insurance For Displaced Workers

Summary

With the Bush Administration seeking trade promotion negotiating authority for the president and with the Trade Adjustment Assistance program up for reauthorization this year, the issue of how best to help workers displaced by trade, technology, and other causes will likely be the centerpiece of the trade liberalization debate.

In this discussion program, Kletzer and Litan will offer an innovative program for relieving the anxiety of displaced and threatened American workers. Former U.S. Trade Representative Carla Hills will comment on the proposal.
