I think it’s clear that he [Secretary of Defense James Mattis] has set out a vision. There’s generally no doubt about what that vision is, which is actually pretty meaningful in and of itself.

The next question is: To what extent is this vision being implemented? Here I think the story is a little bit more mixed.
