Michael Poznansky

Michael Poznansky is an associate professor in the Strategic and Operational Research Department and a core faculty member of the Cyber & Innovation Policy Institute at the U.S. Naval War College. He is also a nonresident senior fellow in the Foreign Policy program at the Brookings Institution. Poznansky’s research and teaching focus on international order, grand strategy, deterrence, emerging technology, and U.S. foreign policy.

Poznansky is the author of two books. His most recent one, “Great Power, Great Responsibility: How the Liberal International Order Shapes US Foreign Policy,” was published by Oxford University Press in 2025. His first book, “In the Shadow of International Law: Secrecy and Regime Change in the Postwar World,” was also published by Oxford University Press in 2020. His articles have appeared in the American Journal of Political Science, Foreign Affairs, International Organization, Security Studies, War on the Rocks, and the Washington Post, among other outlets.

Poznansky has held fellowships with the Dickey Center at Dartmouth College, the Belfer Center for Science and International Affairs at Harvard Kennedy School, and the Modern War Institute at West Point.

He is a graduate of the University of Delaware (B.A.) and the University of Virginia (Ph.D.). Prior to joining the Naval War College, he was an assistant professor in the School of Public and International Affairs at the University of Pittsburgh.
