Improving children’s reading and math at large scale in Côte d’Ivoire: The story of scaling PEC
This 2021 case study documents the early years of government-led expansion of the Programme d’Enseignement Ciblé (PEC), a remedial reading and math approach adapted from Teaching at the Right Level. It presents the strengths of the PEC case, including strong government buy-in, sustained champions, and pooled financing, while exploring ongoing risks to scaling like limited government capacity. The report distills lessons across four themes (institutionalization, partnerships, financing, and adaptive learning) meant to inform not just PEC’s next phase but other education scaling efforts more broadly.

JORDAN
Improving financial literacy skills for young people: Scaling the financial education program in Jordan
This 2022 report examines the case of Jordan’s National Financial Education Program (FEP), tracing how a partnership between the Ministry of Education, the Central Bank of Jordan, and the nonprofit INJAZ took the program from pilot to a compulsory course for grades 7-10 and an elective for grades 11-12 nationwide. Improving learning and life skills for marginalized children: Scaling the Learner Guide Program in Tanzania
This 2021 report documents the case of adapting and scaling CAMFED’s Learner Guide Program in Tanzania. It details key factors behind the program’s growth, including strong community and government buy-in, continuous adaptation based on stakeholder feedback, and increasingly rigorous cost data, alongside recurring tensions, such as sustaining a volunteer-led model and identifying a durable government budget line.
