Operation Desert Fox raises more questions than it answers as world leaders grapple with the next set of imponderables:

  • How long will it last and with what level of world support?
  • What are the next steps beyond bombing in the escalating U.S. campaign to contain Saddam Hussein and eliminate his weapons of mass destruction? What does it mean for the future of UNSCOM?
  • How will domestic political reaction affect the Administration’s ability to carry out its goals?
  • Do the attacks mark a fundamental shift in U.S. policy toward Iraq? What are the prospects for promoting regime change?

Richard N. Haass is the Director of Foreign Policy Studies at the Brookings Institution and a leading expert on Iraq and U.S. policy in the Gulf. From 1989 to 1993, he was Senior Advisor to President Bush and Senior Director for Near East and South Asian Affairs on the staff of the National Security Council. To answer these and other questions, Haass will host a briefing on the next critical chapter in U.S.-Iraq relations.
