Historically, off-year elections are the first indication of how the political parties may perform during future midterm and presidential elections. Victories for Democrats in 2017 predicted the ‘blue wave’ of 2018, just as a clean sweep in 2009 for Republicans foretold success in 2010. With the first major election since President Biden took office wrapped up, members of both parties are hoping to glean insight into what the results could mean for their chances next fall. 

On November 8, Governance Studies at Brookings hosted a webinar examining the results of the 2021 off-year elections, how Democrats are faring in the post-Trump era, and whether Republicans can take advantage of Biden’s sagging approval rating. Experts also discussed voter turnout and election administration.
