LIU Zhilin was a nonresident fellow of the Brookings-Tsinghua Center in Beijing, China. A specialist in urban planning and governance, she is an associate professor in the School of Public Policy and Management and is the executive director of the M.A. program in development practices and international development at Tsinghua University. Liu’s research has appeared in Housing Studies, Policy Sciences, International Journal of Economic Development and Economic Development Quarterly.
