Robert M. Chesney was a nonresident senior fellow in Governance Studies at the Brookings Institution, and is a co-founder of Lawfare. Currently, he is the Charles I. Francis Professor in Law at the University of Texas School of Law and a senior editor at the Journal of National Security Law and Policy. His current research focuses on national security law and policy, constitutional law, and counterterrorism law and policy.
