James Baker
James Baker was a Visiting Fellow in Governance Studies, and also held an affiliated appointment with the Lawfare Institute. He is now a lecturer on law at Harvard Law School. Previously, Baker served as the General Counsel of the FBI. Throughout his career, Baker has worked on numerous national security matters, including in particular, the Foreign Intelligence Surveillance Act (FISA).
