David R. Mares was a guest scholar with the Latin American Initiative at Brookings, where he researched Brazilian foreign policy. Mares is the Institute of the Americas’ chair for inter-American affairs at the University of California, San Diego and is the Baker Institute scholar for Latin American energy studies at the James A. Baker III Institute for Public Policy at Rice University. Previously, he was a professor at El Colegio de Mexico, a Fulbright professor in Chile and a visiting professor with FLACSO in Ecuador. His work focuses on Latin America’s international relations, energy policy, drug policy and civil-military relations.
