Charles H. Ferguson is a nonresident senior fellow in Economic Studies at the Brookings Institution and an independent computer consultant. He is author of High Stakes, No Prisoners: A Winner's Talk of Greed and Glory in the Internet Wars (Times Books, 1999) and coauthor with Charles R. Morris of Computer Wars: The Fall of IBM and the Future of Global Technology (Random House, 1993).
