Bipartisan Commissions: History and Results

For the remainder of this hour, we want to return to the report of the 9/11 Commission and talk about what can be done so the recommendations of this commission at least get debated, maybe even acted upon. The proposals of many a blue-ribbon commission in the past have ended up in the dustbin. Some, though, have led to substantive change. What’s the difference?
