The White House and intelligence community don’t see eye to eye on the threat Putin poses, particularly in cyberspace, so the leaks are designed to tie Trump’s hands while also communicating to the Kremlin that Russia is even more vulnerable to cyber attacks than we are.

I do not see any movement on any of the core issues coming out of [the] meeting [between Secretary Pompeo and President Putin]...Given the numbers of competition and conflict between the United States and Russia, this meeting will not move the needle.

The NDS has two pieces to it: it says you have to compete with China and Russia and prepare for conflict with China and Russia. Those are different. The way you would manage and develop your force is different depending on which one you are biasing towards.
