ZHENG Xinye was a nonresident senior fellow at the Brookings-Tsinghua Center for Public Policy. He is an expert on China’s fiscal policy, and state and local public finance. He is a professor in the School of Economics at Renmin University of China, based in Beijing. He has authored numerous articles, which have appeared in China and World Economy, Social Science Journal, Economic Theory and Economic Management, and Growth and Change.
