Research Areas
Mark Greenberg is a Scholar in Residence at Brookings, focusing on issues of issues in immigration and human services policies. His career includes work in a range of settings involving poverty and social welfare issues, including work in legal services programs; director of policy at the Center for Law and Social Policy; director for the Task Force on Poverty of the Center for American Progress; and director of the Georgetown Center on Poverty and Inequality.
From 2013-2017, he was acting assistant secretary at the Administration for Children and Families at the U.S. Department of Health and Human Services (HHS). From 2017-2021, he was a senior fellow at the Migration Policy Institute, focusing on intersections of immigration and health and human services programs and policies and immigration issues affecting families and children and humanitarian populations. From 2021-2025, he served as a deputy general counsel at HHS’ Office of the General Counsel, with responsibilities relating to unaccompanied children, refugee resettlement, and multiple other human services programs.
