Elin Swanson Katz is an energy and environmental attorney with a deep background in consumer protection. She has long been a passionate advocate for closing the Digital Divide. Elin currently serves as a consumer protection expert with the U.S. Department of Energy, working on the $8.8 billion Home Rebates Program which provides energy efficiency upgrades across the country. She previously served as the inaugural Director of the Federal Energy Regulatory Commission’s formed Office of Public Participation, which was established in 2021 to increase public voices within Commission proceedings.
Elin served as Consumer Counsel for the State of Connecticut from 2011-2019, as well as President of the National Association of State Utility Consumer Advocates. During her time as Consumer Counsel, she worked with Nicol Turner Lee to raise awareness of the Digital Divide in Connecticut. She also worked with Tilson Technology Management, a technology company that builds telecommunications infrastructure, including broadband and 5G technology, from 2019 – 2021, serving as Associate General Counsel and VP of Utilities. Elin holds degrees from Cornell University, Boston University School of Law, and Trinity College in Hartford, Connecticut. She previously practiced law in both the public and private sectors in Washington, D.C., Boston, and Hartford.
