President Obama’s health care summit did little to change the dialogue on health care reform, with Republicans lawmakers standing fast in opposition to the proposed legislation and Democrats vowing to forge ahead. Thomas Mann says the next step in the process could be a reconciliation package. This legislative device has been used 22 times to enact major legislation—including non-budgetary measures—and would be a means of passing the bill in the Senate with no threat of a filibuster.
