New START, the nuclear arms reduction treaty agreed to by the U.S. and Russia earlier this year, awaits Senate ratification. As lawmakers tie up loose ends in Washington during these waning weeks of the lame-duck congressional session, it isn’t clear if the accord will be ratified anytime soon. Steven Pifer, senior fellow and director of the Brookings Arms Control Initiative, explains what New START means to the global community and says the action is urgently needed.
