Why do the US and its allies want to seize Russian reserves to aid Ukraine?
Richard N. Haass, a distinguished international affairs scholar with extensive government and academic experience, has been appointed Director of Foreign Policy Studies at the Brookings Institution.
Haass, currently Director of National Security Programs and a Senior Fellow of the Council on Foreign Relations, will begin his new post on September 1, Brookings President Michael H. Armacost announced. He will succeed John D. Steinbruner, who will remain at Brookings as the Sydney Stein, Jr., Chair in International Security.
A veteran of more than a decade in management positions at the National Security Council as well as the Departments of State and Defense, Haass has broad expertise in European, Asian, and Middle Eastern affairs, arms control and other national security issues, and regional disputes.
“Richard will bring to Brookings a deep substantive understanding of contemporary international issues and a practitioner’s feel for the foreign policy making process,” said Armacost. “His reputation will serve as a magnet to attract new talent to Brookings while maintaining the highest standards for our research.”
As director, Haass will oversee a wide range of Brookings foreign policy initiatives, including international security issues; regional studies in Asia, Africa, the Middle East, Eastern and Western Europe, and Latin America; global economic integration; and the role of domestic and international institutions.
From 1989-1993 Haass was Special Assistant to President George Bush and Senior Director for Near East and South Asian Affairs on the National Security Council. In 1991, he was awarded the Presidential Citizens Medal for his contributions to the development and articulation of U.S. policy during Operations Desert Shield and Desert Storm.
He also has held positions at the Carnegie Endowment for International Peace, Harvard University’s Kennedy School of Government, Hamilton College, and the International Institute for Strategic Studies. He is a consultant for NBC News, hosts the international affairs forum of the New York Times on the Internet, and is a contributing associate of the Forum for International Policy.
His numerous books include Intervention: The Use of American Military Force in the Post-Cold War World, which was selected by Choice as one of the outstanding academic books of 1995. Other books include The Power to Persuade: How to be Effective in Any “Unruly” Organization; Conflicts Unending: The United States and Regional Disputes; and Beyond the INF Treaty: Arms, Arms Control, and the Atlantic Alliance.
A Rhodes Scholar, Haass holds a B.A. from Oberlin College and M.Phil. and D.Phil. degrees from Oxford University.
Haass was born in 1951 in Brooklyn, N.Y., and lives in Chevy Chase, Md., with his wife, Susan Mercandetti, and two children.
