Brookings Metro is helping state and local leaders make the most of generational federal investments via the American Rescue Plan Act (ARPA), the Infrastructure Investment and Jobs Act (IIJA), the CHIPS and Science Act, and the Inflation Reduction Act (IRA). We have organized this work around three interrelated opportunities for learning and impact: building inclusive regional economies, advancing competitiveness and inclusion through infrastructure, and accelerating equitable climate action. By developing original research insights, convening with partners in Washington and around the country, and co-creating evidence-based policy recommendations, Brookings Metro acts to help create more prosperous, just, and resilient communities.
