Peace has prevailed in the Taiwan Strait despite the PRC’s military buildup and renewed focus on Taiwan. Nevertheless, in the 1990s, new trends emerged that foreshadowed rising tensions. Naturally, Taiwan’s energetic democracy yearned for more international signs of respect.
