As Moammar Qaddafi tries to hang on to power in Libya through brutal means, the Obama administration and Congress are struggling with U.S. policy options in Libya and the broader region. Some are calling for military intervention; others insist that the United States must not act alone, and that a coordinated response from the international community is required.
