Can we bring opportunity to families by revitalizing the neighborhoods in which they live? This question lies at the heart of debates over place-based policy and economic mobility. The HOPE VI program—a $17 billion federal initiative to redevelop distressed public housing into mixed-income communities—offers one of the most ambitious tests of this idea in U.S. history.
New research from Opportunity Insights studying the lives of more than one million people over thirty years presents the first comprehensive picture of how HOPE VI revitalization changed the trajectories of public housing residents. The new study offers insights into the mechanisms that underlie neighborhood disadvantage and identifies neighborhoods that could benefit from revitalization efforts to increase economic mobility going forward.
