It is estimated that 13 percent of the world’s undiscovered oil and 30 percent of undiscovered gas lie in the Arctic, and the vast majority of this energy is located offshore. As the Arctic changes, as ice melts and opens up new shipping lanes, and as the United States prepares to chair the Arctic Council next year, Brookings releases a new policy brief and this video on the current state of oil and gas governance in the Arctic.
