Senior fellow Stephen Cohen spoke at a meeting of the National Academy of Science’s Committee on International Security and Arms Control (CISAC) in Beijing, China, in early December. In his first presentation, Cohen discussed the three phases of nuclear proliferation, the important characteristics and consequences of nuclear proliferation over the next four to ten years, and the policy instruments for the control and prevention of nuclear proliferation.
