In this report to the Second Session of the Human Rights Council, RSG Kälin discusses his activities in support of his mandate as the Representative of the UN Secretary-General on the Human Rights of Internally Displaced Persons.
In his statement, Kälin stated that there are three key elements to ensuring the protection of the human rights of IDPs:
- There must be a strong normative framework;
- There must be political will; and
- There must be the capacity to protect.
By basing his work on these pillars, the human rights of IDPs can be better protected.
