New Challenges in the Periphery of China

While protests in Hong Kong are nominally about universal suffrage, Injoo Sohn and Richard Bush write about deeper trends that are fueling discontent there and in other regions on China’s periphery. Tension between globalization and localization is likely to manifest inside China itself. China can win friends in its near abroad and experiment with political reform at home by recognizing that legitimate local governments may deal most effectively with local problems.
