The future of U.S.-EU data transfer arrangements

For 15 years, the world’s largest trade relationship has been undergirded by the U.S.-EU Safe Harbor Framework, which has enabled the transatlantic flow of personal information despite differences in the United States and European Union privacy regimes. An October 6 ruling by the Court of Justice of the European Union invalidating this framework made headlines and sent shock waves through governments, businesses, and others on both sides of the Atlantic. Both American and European leaders have made urgent calls for a new framework for transatlantic data flows.

On November 16, the Center for Technology Innovation at Brookings hosted the European Commissioner for Justice, Consumers and Gender Equality, Věra Jourová. Commissioner Jourová will discuss the negotiation for a new framework for transatlantic data, which she leads on the European side. Commissioner Jourová also leads EU-internal negotiations with the European Parliament and Council on Europe’s new data protection regulation, and plays an important role in the EU’s justice and security policies.
