The American education system is undergoing several dramatic transformations – among them a shift toward more choice by parents in where their children are educated with public funds. In some school districts, choice is widely available through public charter schools, vouchers, magnet schools, virtual schools, and open-enrollment in regular public schools.  Other districts remain committed to a traditional model of zoned schools to which nearly all students are assigned based on their place of residence.

House Majority Leader Eric Cantor (R-VA) has been a strong advocate for the expansion of school choice. On January 8, 2014, he delivered an address on his views on the future of school choice in the U.S. educational system. The Brown Center on Education Policy at Brookings also released the results of its third annual Education Choice and Competition Index (ECCI), an analysis of school choice and competition in the nation’s hundred largest school districts, which aims to create public awareness of the differences among districts in their support of school choice.

After his keynote remarks, the Majority Leader further discussed his views on the value of choice and competition in U.S. education with Grover “Russ” Whitehurst and answered questions from the audience.
