Terrorist acquisition and the use of weapons of mass destruction (WMD) are exceptionally dangerous challenges to the security of the United States and indeed the entire world. A constant U.S. government priority should be to ensure that this possible threat never materializes.
On June 13, 2008, Daniel Byman submitted recommendations to the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism for improving the U.S. government’s ability to conceptualize, organize for, and counter this threat.
