Captain Brad McNally is a Coast Guard aviator with experience conducting interagency shipboard and aviation operations including search and rescue, counter-narcotics, maritime security, and national defense on both East and West Coasts as well as the northern and southern borders. Prior to Brookings, he was assigned to Coast Guard Sector San Diego where he oversaw logistics and personnel for all shoreside, surface, and aviation operations along the Nation’s southwest maritime border. He previously served in the Office of Budget and Programs where he integrated programmatic requirements, budget requests, and legislative proposals ensuring alignment between Coast Guard, DHS, Office of Management and Budget guidance, and legislative requirements.
Scott Englund is assistant dean of the College of Strategic Intelligence and associate professor at the National Intelligence University. His primary research interests are violent political movements, terrorism, and counter-terror policy. Englund earned his doctorate in political science from the University of California at Santa Barbara in 2013 and has been a lecturer at UC Santa Barbara, Westmont College, and the California Polytechnic State University at San Luis Obispo. Prior to his academic career, he served as an intelligence analyst for the Federal Bureau of Investigation and a contract analyst for the Department of Defense, in that capacity deployed to the Near East four times. He began his career on the political staff of elected officials at the federal, state, and local level.
Colonel Jason Wolff is an Air Force Logistics Readiness Officer. His expertise is with Joint and Allied humanitarian operations and Coalition deterrence operations. Jason has spent his last four years in the Indo-Pacific region. His interests are in live virtual construct environment for all types of training, governance on technology transfer, and the defense industrial base.
Lieutenant Colonel Marcos Melendez is a logistician and has served in numerous Fleet Marine Force units, including infantry, aviation, and combat service support units on the West Coast and Okinawa. He has commanded at the platoon, company, detachment, and battalion levels, served as a staff officer at the battalion, regimental, and group levels and has completed numerous operational and combat deployments in support of Operations Iraqi Freedom, Enduring Freedom, and Inherent Resolve. He is a native of Mount Vernon, Iowa and a graduate of the U.S. Naval Academy.
