The greatest danger [for Taiwan] was that Beijing might exploit its growing power to intimidate Taiwan into submission. If Taiwan is prepared to strengthen itself [against intimidation] in the context of a non-provocative policy towards China, I think [the U.S.] should continue to help, including with arms.
I think the reason China hasn't fulfilled its political objectives [on Taiwan] is not because of our arms sales, it's because of its offers [to Taiwan].
