THIS ISSUE of Brookings Papers on Economic Activity contains papers
and discussions presented at the forty-fourth conference of the Brookings Panel on Economic Activity, which was held in Washington, D.C., on September 10 and 11, 1987. The first major article analyzes the thrift industry crisis. The second looks at the role of government policymaking in Korea’s economic success and at issues raised by that country’s trade surplus. The third examines the likely effects of the Tax Reform Act of 1986 on U.S. corporate and total private saving. Three shorter reports explore, respectively, Japan’s low level of imports, the use of exit bonds
as a way to resolve the LDC debt crisis, and the low U.S. national saving rate.
