This report, co-authored with 21st Century School Fund, focuses the many improvements needed in the way the city’s public school system and public charter schools do their capital planning since together the schools are by far the largest consumer of the District’s capital budget borrowing. The Superintendent’s revised capital plan set forth in March 2005 follows aspects of these recommendations.
