The poorest nation in the Western Hemisphere, Haiti continues to struggle with the aftermath of a massive earthquake that devastated its capital city, Port-au-Prince, with a death toll in the hundreds of thousands. Two years after the disaster, questions remain about Haiti's long-term recovery, given the inherent weakness of its political institutions and its economy.

Following research on the existing regional framework, Mark Kirton contrasts the present obstacles of overlapping national, regional and international frameworks with the potential success of a consolidated Caribbean regional disaster management mechanism.
