The goal of UNGASS 2016 should be to inject realism into the global discussion of drug policy objectives, instead of once again setting an unattainable goal of a drug-free world.

There's huge red tape. This is an economy that is state-controlled, and Cubans complain about how hard it is to do business or even get services. [But] you're seeing a lot of [American] companies wanting to figure out how to position themselves for the day when the embargo is gone.

To a large extent the ball is in the Cuban court. The administration has opened up some opportunities and the Cubans have to decide if they want to open those channels.
