Laurel Blatchford is currently a senior fellow at Delivery Associates, a global social impact consultancy that is an internationally recognized leader in implementation and program delivery. Delivery Associates specializes in supporting governments, philanthropies, NGOs and funds translate complex strategies into real world delivery, with a particular focus on building the capacity of public systems to drive lasting, equitable impact.

Laurel’s 25-year career has included leadership roles in the public, nonprofit, and philanthropic sectors. Most recently, Laurel served in the Biden-Harris administration as the chief implementation officer for the Inflation Reduction Act (IRA) at the U.S. Department of the Treasury, where she coordinated across a wide range of internal and external partners to implement the IRA’s many clean energy tax credits and its $60 billion investment in the Internal Revenue Service, including the launch of Direct File.  

Prior to joining the Biden administration, Laurel served as managing director and senior advisor at Blue Meridian Partners, where she collaborated on $100 million of investments focused on place-based investments and advised Blue Meridian’s portfolio of grantees on their approach to policy as a tool for impact and influence. During this time, she also launched her own independent advisory firm, Uplook Advisors LLC, to support social impact organizations and leaders in achieving their greatest impact. Her clients included the Ballmer Group, Results for America, YMCA of Greater New York, Fountain House, and others.   

From 2013 to 2022, Laurel held senior roles at Enterprise Community Partners, one of the nation’s largest affordable housing and community development intermediaries, eventually serving as president and interim CEO. During her time at Enterprise, Laurel led a team of 250 staff working in 12 markets across the United States that built capacity on the ground, piloted new solutions, advocated for federal, state and local policy change, and connected partners to capital. 

Between 2009 and 2013, Laurel served as chief of staff to Secretary Shaun Donovan at the U.S. Department of Housing and Urban Development. Prior to joining the Obama administration, she held senior roles in the administration of New York City Mayor Mike Bloomberg.  

Laurel currently serves on the boards of the American Flood Coalition and Fountain House. She is also a senior advisor to Renaissance Philanthropy. She lives with her family in Washington, D.C.Â
